Ok....added is XBMC playing the same file from smb://192.168.137.46/TV so:

smb://192.168.137.46/TV/Masterchief Professionals etc...

What I did notice, when I add the SMB share to my XBMC Video library it asks me for a Username/Password, however I don't have this Username/Password in my advancedsettings.xml file...should I?

Also, when playing from the XBMC Video files folder the EDL files are picked up and correctly skipping commercials....

Yes you would need username and password on protected shares (you might want to change your logged password).

You want to use M:/Recorded TV/ as your from.

If you add this to advance settings we can confirm that it registers

<loglevel>1</loglevel>

Should I remove the <loglevel>1</loglevel> now?

On the Windows clients I should make it M:\Recorded TV\ not M:/Recorded TV/ right?

Great, you can reduce debugging if you'd like. Yes with Windows use back slashes with the from but you can use smb, the same drive mappings or even \\ip\sharename notation for to, depending on what you are comfortable with.
