Just curious, any reason you're not considering a cable card with HDHomeRun Prime?
The cable card rental is probably less than the cable box, and it also gives you 3 tuners, whereas what you're trying to do will only give you one.

Couldn't say about Win10 for sure, but I don't see why not. Other people might have other suggestions, it's just the only thing I've ever used.

@Martin: Good point. I have assumed he has only cable input to his USB tuner, but it would be good to know for sure.

Yes it's an old tuner that only has RCA L/R Video or Coax input. I am going to use the standard def coax output into the tuner. I just need a way to have NPVR to change the channels on the Motorola cable box from charter.

Basically because I don't know squat about modern digital tuning now days. I only know the old analog stuff. So I am basically a newbie on this.

Martin is right, if you have a few extra bucks you should look @ cablecard option, long run you'll be much happier.
Pros:
- You'll get 3 tuners (i.e. record/watch 3 shows concurrently)
- Additional options to watch live TV on a number of devices
- Cheaper to rent than a cable box ($2/mo)
Cons:
- Any copy protected channels won't be recordable/viewable, you'll still need a cable box and tuner card for those... This is probably the biggest con.
- One more wired device on your network

I see the HDHR on Newegg for $99, but occasionally, I've seen it go on sale cheaper ($79 I think).

Add another couple Pros:
- Digital broadcasts (including all HD content) stays digital (and HD where applicable)
- Tuning is very reliable (vs. IR to a cable box where the box can turn off or the IR emitter falls away, etc.)

plus the Prime will get you HD! you'll only ever get standard def recordings from a dta...
plus multichannel sound.. [or whatever it's broadcast with]
