When a new cut point is added to the EDL file, it skip to the end of that cut point, but doesn't update the cut point until another one is 'added' to the EDL file.
So looking for EDL file stamps is not good for recording in progress, it is probably fine for recording that are no longer recording.
Looking for EDL file size changes is not perfect as the EDL cut points change over time during recording but stay the same size

Stopping and starting playing bring the latest cut point. Maybe when seeking/pause/play could re-read the EDL file ?
