Just tried the VMR9 renderer. Audio was fine but no video at all, not even the momentary visibility, even on playback of recorded material. The PIP attempt also showed black video for both main and PIP channels.
Fortunately, it's far more important that recording operate correctly, which it does, than watching live TV. I can live with my work around until maybe something pops on another thread.
Keep sending suggestions as they occur to you(or anyone). I'm retired and got time to chase this down as best I can.
I'm not sure what we have a small number of people that get this, but this setting has been disabled default for long time now. It's only people that have had it installed for quite a while that will have it enabled.
This seems a pretty good argument for removing that setting from the UI. I don't know if that setting is needed by anyone any more, but if anyone does they can access it in config.xml. There are far more useful and less fatal settings relegated to config.xml access.

Yeah, I'll probably remove it in the next release.
It primarily existed for the UK, where they have part-time channels. If you change to one of those channels when it's off you just get black, then nothing, since the OSD is only updated when video frames are displayed.
