Web Server Not Responding

I can watch TV via the NextPVR app, but the webpage doesn't respond. http://127.0.0.1:8866
Have searched and read multiple threads, but none seem to work. At least for me.

Tried:
Turned of Firewall
Deleted "temp" folder in C:\Windows\Microsoft.NET\Framework\v4.0.30319

System:
Windows 7 x64
NextPVR 3.9.2 (161119)

If you start the recording service from the command line, instead of from the service, does the web server start?

ie, stop the NPVR Recording Service, then run the following at a command prompt:

nrecord.exe RUN
