Since this whole thing is voluntary(no deadlines) - stations, tv manufacturers, content, etc. I wonder how quickly this is going to be adopted at the local market. I also wonder is your local station(s) will go DRM crazy (like Time Wraner did).

Sinclair expects to move fast with it's ATSC 3.0 transition with a majority of the current stations by the end of 2018/Spring 2019. They own a lot of stations and if their merger goes through Sinclair will be in almost every TV market in the US.

However the FCC said OTA TV must be broadcast in ATSC 1.0 through "Lighthouse" stations (most likely LPTV stations and only the big networks, ABC, CBS, FOX, CW, NBC, etc, until a TV market reaches a certain percentage of ATSC 3.0 among the market stations.

Additionally, Sinclair owns a few patents (at least 12) through One Media, in ATSC 3.0, two is said to be critical that every set-top box/device will have to have.

can we get ATSC 3.0 capable tuners yet?

I recently emerged from my cave and heard that they're planning to change television again. Here's a post-CES 2020 article: https://www.cnet.com/news/next-gen-tv-is...this-year/

Of course my idea of a big improvement for ATSC would've been having a week or more of free in-band metadata for my EPG. I tried googling that and found a rather technical discussion (A Tutorial on ATSC 3.0 Signaling and Announcement: The Next PSIP), but author Dr. Richard Chernock was more interested in quality than quantity: "ATSC 3.0 has been developed in such a way to where broadcasters can define and utilize a program title, program description, as well as mechanisms for including program icons, preview clips, and program genre, allowing EPGs to be much more sophisticated. This also enables broadcasters to promote programs and events in a much cleaner and more interesting way than what was previously available."

NextPVR has supported HEVC for years as far as DVB is concerned, and LAV makes a suitable video decoder (not sure about Dolby AC-4 though). The mot worrisome parts are that DRM and targeted ads are allowed by the new standards, and sub's parenthetical remark about ATSC 3.0 here is also a little troubling. Think I'll just go back in my cave for now.

ATSC 3.0 is on my plan to tackle this year some time. It is complicated though. It's the first broadcast digital TV system that NextPVR will have to deal with that is not transport stream based. It's a little more like UDP based IPTV.
