I don't know enough about OpenDCT but my feeling is my test and yours are using different properties. You didn't sent the opendct.properties file, the setting I am most interested in is

consumer.raw.upload_id_enabled=true

from that wrapper.log it might not be true.

You can't access the log because it might be in use, could you try

taskkill /im python.exe /f

to see if that frees it up.

Note please keep testing with the command line for now.

Ran the command line.
Didn't seem to do anything. no errors.

Okay I will change the OpenDCT properties as suggested.
Quick question. It's been forever since my DOS day's but if I recall there was a way to just copy the cmd line so I don't have to type the whole thing each time.

Stopped OpenDCT, changed to true, restarted OpenDCT, ran cmd line. Took it a few seconds then came back to prompt. No errors.

You can copy that command line I posted in your browser and just paste it with ctrl-v If you don't see anything I think that something is missing, you should at least get an ffmpeg warning

Copied it still no errors. should NPVR be running or not?

NextPVR doesn't need to be running no, but it needs to be installed in C:\Program Files\NextPVR so that I can run ffmpeg.  I saved it as a batch file in the attached.
