So is your problem playing from Kodi on the Shield or from the browser?

Also do you have two Shields? It looks like you have two versions of Kodi running but it seems like the are coming from the same Shield.

Playing from the shield, i am running 17.6 on that and have a firestick with 18.5 it does it on both setups

Ok that makes some sense, although you are actually running 18.4 on the Shield. Since these devices are on the same IP are you routing to them through a second router?

At this point I think the problem is not NextPVR related, it is poor wireless networking. Could you test with wired networking on the same LAN?
