It sounds like you might have try capturing a full transport stream from 11425 or 11428 for me. It sounds like it's these that carry the bouquets for freesat.

I realised after posting both that the full transport was what you wanted.
TVheadend is not one of the easiest bits of software to setup but looking at the Bouquet function there seems to be over 700 bouquets listed, mostly Sky about 1/3 for Freesat. Both seem to work the same way each using the EPG transponder frequency and each bouquet has a "source" this being the one for my local "West/West" bouquet - "dvb-freesat://dvbs,28.2E,0110,20" There appear to be two for each bouquet one with a slightly different format which seems not to work! I deleted the not working one for my area but below are the two for the Channel Islands dvb-freesat://dvbs,214748364.7E,0100,41 -- This format does not seem to populate the channels dvb-freesat://dvbs,28.2E,0100,41 -- This format does populate with 200 channels Isle of Man dvb-freesat://dvbs,214748364.7E,0100,43 dvb-freesat://dvbs,28.2E,0100,43 I hope this is of some help! Can you try capturing another full transport stream from 11425Mhz or 11428Mhz?

60 seconds of Freesat EPG stream. Used EPG Collector to dump the stream as have swapped disks so dont have your dump software installed and thought this would be quicker. It will do more than a minute if needed.

dvbsnoop does a good job on linux of capturing a full mux.

I gave up after two hours this morning trying to persuade TSCapture to dump the Freesat transponder Transport stream. The reason is that the transponder contains no channels so does not work.
So have gone back to EPG Collector this time on my NextPVR server using a different tuner. It can also analyse the data and produces 40 lines of data and on one is the word “Bouquet”. While it was collecting this data the words “No Data” would pop up for a few seconds which may be the problem you were seeing. Enclosed is link to the new dump. Thanks. That file no longer seems to have the errors, but unfortunately it's got no BAT table on that frequency. Its these that carry the bouquets. So either it's the wrong frequency, or they're doing something non-standard and hiding it in some weird place.
I'll have to do so more googling on the subject.
