Sub, I still have the problem of scanning the frequency 546, have you seen the logs attached to post # 10?

It just looks like the device isn't locking onto any signal at that frequency:

Where as other frequencies have signal lock like this:

It is a very strange case, other scans performed with other apps find that frequency and receive the transmissions.
In one case the report is this:
     
 
So I tried creating ini files (in NextPVR\data\tuning\DVB-T) with those frequencies, but Nextpvr still doesn't find anything!
Nextpvr only scans the last three (HD) on the 626000 frequency.
May you suggest a trap to catch the 546Mhz frequency?

No, it is another oddity that I can't explain.
A specific tuner (the one exemplified) detects the indicated frequencies, but many others (including several TVs including UHD) detect all those broadcasters (TV and radio) on the 546 and 626 frequencies.

In the UK, some frequencies are broadcast on low power.  What happens if you do a test after removing all splitters and extension cables from the input to the tuner device?

This is where sub typically ask for a user to install his tscapture utility https://www.tscapture.com/ and run it on evaluation mode to capture a one minute full transport stream for the frequency that is not finding channels. Then you will need to upload the file to OneDrive Google Drive Dropbox etc and provide a link.

Try what Martin suggests above. I'll run it up on my signal generator here (on 546MHz), to check if the channels are found.

That said, I'm guessing to do with flakey Realtek drivers. Does it make any difference if you scan using an .ini file that has 546Mhz list more than once, with another frequency in between?

I'll do asap the rescan for 546 as you suggest.

Here's what suggested by Martin, the attached zip contains:
- the ts correspond to the 1' Full Stream recording and the 10" Singe Channel recordings of the 13 channels.
- some screenshots (what scanned on freq. 546, Full Stream recording, Single Ch. recording).
I repeat that on that frequency TVs and other tuners receive 4 TV stations and 9 radio stations.
