The best fix is for it to have a checkbox to 'scan offsets', only shown for australia, and it scans the center frequency, if no channels then scan the +125, if no channels then scan -125...and drop out as soon as channels are found. It's because (for example) sometimes there is two transmitters on the same frequency in the area, one on -125, and the other on +125.
The need for this is super rare now though...only certain older tuners, and only in Australia (and maybe the UK with 166 instead of 125).

There is a work around, but it's a bit of effort required. Basically you'd copy the "Australia - All Regions.ini" file to a something like "Australia - All Regions+125.ini" then edit it, setting the name to 'All Regions +125', and edit all the frequencies to add 125. Do the same for "-125" subtracting 125 from the frequency, then scan both of these files.
I tried your suggestion, but I didn't edit the "Australia - All Regions.ini," I edited the "Australia - Sydney.ini," so now there are 3 "Sydney.ini" files, the original, (Australia - Sydney.ini), one with +125, (Australia - Sydney+125.ini), and the other with -125, (Australia - Sydney-125.ini).
The resultant listing in the "Scan Channels" window shows "Sydney," "Sydney," and "Sydney." (No + or - suffix).
Anyway, I scanned all 3 "Sydney" files, one after the other, and each time, only the centre frequency was scanned, (e.g., the frequencies scanned were always the same as in the original file).
I'm attaching the log for your information.
BTW, I still think my TV tuner card is on the way out. I don't think it's a software problem, but of course, I might well be wrong.
If it really is a software problem, maybe it's the Windows drivers for it.

OK, I'll try to figure something out and let you know how it goes.
Edit: I've just done another scan, this time, I tried "Australia - All Regions." Same result. See attached logs.

I've finally solved the problem.
All through this thread, I was thinking that there was something wrong with my TV tuner card.
In fact, the problem was not with the card, it was with the antenna cable.
I went right through my house and found that a section of the cable was very badly frayed.
I replaced it today with brand-new cable, and the tuning is working fine.
