The software looks like Geniatech and so it is probably this card https://www.geniatech.com/product/x692-quadhd/ which is available on Amazon. Also one of the screenshots displays BDA filter so in theory it could work on Window. I'd question them for the availability of drivers and ongoing support and whether h265 is really encoding the streams or is it just that some clear QAM can h265. If it is h265 encoding would it handle both h264 and mpeg2video in h/w.

ATSC 3 is h265 as well but I am pretty sure that is not what they mean.

I'm pretty sure they're just saying it's a quad tuner card, and the software supports playback of h265 channels.

So,
 I installed this card in a new machine with a fresh install of win10 64bit minus the latest OS updates, the latest version of NextPVR and here are the results.

Card drivers installed with no issues

NextPVR found the card scanned all 4 tuners with no issues.

NextPVR starts a 1080 channel and only plays for a few seconds then pauses then repeats with the error "Server not fast enough for web playback"
If I start a channel that's 480 it plays longer but does the same thing, but this time with no error.

Playing with the transcoder settings if I transcode down to 360 I can everything to play nice except for the 1080 and 720 channels, those I have to transcode down to 240 before there are no issues.

Idea's why this happens? is it the card? is it the computer?

Totally expected on a 15 year old PC. You should be ok with direct play clients like Kodi and NextPVR. Perhaps your video card can do hardware transcoding.

You can get refurbished PCs that are quite powerful but many are low profile hence my earlier question

Yeah the processor in that machines isn't really up to real-time transcoding for web playback.

You should be fine in other clients, like nextpvr.exe, nlite, kodi etc.

Its working fine with Kodi, but I will upgrade the PC.

For the purpose of this thread the card does work just fine with NextPVR
