How to change medium profile to high?

The default for a 'quick record' is always 'medium', but you can edit the 'medium' profile to use whatever bitrate or resolution you want.

what new settings for "medium" would minimize quality degredation of broadcast normal-def NTSC video?

Everyone seems to have different perception of quality when it comes to bitrates, resolution, video decoders, colour, brightness etc. I think the defaults are a good balance between quality vs diskspace. If they dont do it for you, feel free to change them to any values that you are happy with.
