I went to delete a scheduled recording and got the following error message...

"Error: A connection could not be made because the target machine activly refused it."

Any ideas?

As a side note it does cancel the recording. Also I went to install the weather plug in and it also errored out. Said it couldn't write to the CommonGBPVRUtilities.dll file. Possibly a related issue?

It sounds like you're recording service wasnt running. The logs attached indicate the recording service was manually shut down.
