Can't view TV

Hi, I have no video when I go to watch TV.

I just reinstalled windows, all updates are done,
Both vers of DoTNet installed, all drivers installed.
I can see the proper channels when using the Tuning assistant.
But can't find where to enter in the fequencies.

I'm using a ATI TV Wonder elite. everything worked great before
formating the system.

Please help me figure this out, logs attached.

You need to have a MPEG2 video decoder on your machine. I dont think you have.

Unfortunately the video quality sucks!

Its a free trial, I haven't purchased it yet.

Any recomendations on a decoder?
