1. So, if I press F3 anywhere in the program, including when I'm watching a pre-recorded video or something like this, that the program always jumps to the video listing. Do the same for all the 'mode' keys. F2, F1, F8,

2. Allow changing volume anywhere in the program. +/- only seem to work while video is playing.

This change would make the remote feel more 'TV-like' and a little less 'deaf'.

3. Allow mapping of function keys to plugins so we can jump to plugins as well as built-in programs.

4. Video library and recordings feature remembers where you are in a video. So if you quit and come back then it continues playing from where you left off.

5. Enable Up/Down channel in video library and in recordings. So I can click up/down channels and it jumps immediately to the next episode or file in the directory without going back to the menu. This would make browsing through a large list of episodes faster.

Those F1-8 keys are settable in the config.xml file I think, under videoplugin#1
or something similar.

2. I don't know if the volume gets changed or not, but the OSD is probably not called when not in a video (try playing a song and go back to the main menu and use the +/- then)

kind if like above, except you can't set external programs I don't think. (I think for plugins you have added, you use the name shown for that plugin in the config app)

Resume function works for both video library & recordings for me. I think you have to tick something in the config application (use resume menu?) to show a button on the play / cancel menu to resume from your last point - and also a setting to show a video popup asking if you want to resume or restart when you have previosuly watched something. (more helpful for video library as there is no resume button)

5.
I'm not sure if you mean playing a video and skipping to the next episode, or just skipping through a long list? (you can use ffwd or rwd to skip through a long list page at a time)
