What video decoder are you using? I use the Nvdia decoder and I can adjust brightness and contrast.

No. In fact, it's set at zero cause it's very bright most of the time. But when I watch TV, it's a little dull.
I don't want to use the hardware button to set the brightness. I want to know if there are any settings inside GB-PVR that I can set permanently so that whenever I watch TV, it's brigher and when I switch windows, the other windows are not too bright.

I think the way to increase video brightness and not overall screen brightness is either with graphics card properties (nVidia control centre) or as the earlier poster said some video decoders will have these settings. Nvidia decoder is not the same as nvidia chipset unfortunately.
If your card is an nVidia card then the control centre should be installed with the drivers - but I'm not sure how it works with onboard chipsets...
