Tuner priority in 1.3.7

Hi Sub,

can you please check the tuner priority code before the next release goes out? I was unable to set this in config (kept putting the silly analogue tuner first!) and had to edit the database directly.

I found the allocation_order entries in the capture_source table to be all set to zero -- once I edited them with SQLite Broswer it was okay.

This tuner priority bug was corrected for all new installs in 1.3.7, but some existing databases had broken data that would cause this problem to still happen until the SQL was executed to fix their data.
