I read a post the other day regarding editing TS files, where it was stated HD files are stored in TS format but SD files are mpeg.

I am using the "TS Mux" and all my files are TS. Now I have no issue with this but do wonder if I am taking up more file space than I need to for SD files.

Second question is then can you recommend a free utility that can trim the TS files HD or SD (if the format is correct) so I can remove the pre and post padding.

From what I read .ts is just the container for the content and it is entirely possible to have mpeg within a ts file - and not necessarily be any bigger (well maybe, but only slightly).
I have been using tsdoctor http://www.cypheros.de/dvb_e.html to trip the top and tail of ts HD uk files. I've not tried it with SD although I can't see why it wouldn't work. This is not a proper editor, but gets the job done (it also fixes ITV HD flles for playback with vlc and the like).

MPEG Streamclip works fine with SD mpeg and SD ts files.

The difference in size between mpeg-ts (.ts) and mpeg-ps (.mpg) muxing is small. However if you compare a digital SD capture with analogue hardware capture there can be huge varniations based on bit rate. For analogue hardware captures you choose the bitrate and 6 or 8 Mbs seems typical but I've seen digital SD vary from 2.5 right up to 15 Mbs.
