usb-uirt and panasonic cable box

I now have a panasonic dvb cable box connected to the video-input of my pvr150.
To program the usb-uirt-plugin i have to hold the 0-9 buttons of the ir-transmitter several seconds. however the control-led of the usb-uirt only gives a short flash. When i used another ir-transmitter (tv ex.) the control-led remains on until the learning is complete.
How must i program the usb-uirt?
