Let's say I would like to record any episode of "Whose Line..." where the description contains "Richard Simmons", would this do it?

No, you can't use the ProgramName and the Search option at the same time. You need to use something like:

    </GuideDescription>
</Search>

Everything else that you have should be okay.

You can always use xrecord to create the schedules, it controls the formatting for you.
