I believe the answer is no, it uses the timing from the epg which can be taken from the over the air epg or an online source - both usually downloaded in the night.

It's not an overly complicated system - it's more - overly simple operatives
I'm not so sure that Wikipedia "nonsense signals" is entirely accurate. From experience, my ageing PVR which does support Accurate Recording, has no padding setting at all and always catches the entire programme without any issues on all the main terrestrial channels. Only very rarely (usually Channel 4) do I have to fast-forward at the beginning. So, yes, you're right that they do make sure all the adverts are included!
It would be great to see NextPVR support Accurate Recording if it's technically possible. I don't know of another PVR software that does support it though?
