Web server continuously restarting

I was looking at the performance tab under task manager and noticed that it looked like a ECG even though nothing was running. NRecord.exe kept jumping cpu to 20% every 15 seconds. Looking at the web.log, I find this entry:

[...startup]
2017-08-05 16:13:18.111 [DEBUG][20] Starting webserver for IPv6/IPv4

a new web.log file gets created with just this one line in it every 15 seconds.
Tried turning off 'Enable web server' and 'Allow Remote Access' with no change.

Bug? Feature?

I suspect you have to download 0731 again and reinstall. If that doesn't fix the problem, check the event viewer.

I have the same behavior

I also could not connect to the web server

From a different machine I get this:
[ATTACHMENT NOT FOUND]

From the machine where NPVR is installed, I get this:
[ATTACHMENT NOT FOUND]

I have attached the logs

Oh boy! I was fooled by the same download file name (unfortunately I work in Software industry....)
