What does "Keep digital tuners primed" mean?  I can't find this anyplace.

It effectively keeps the tuner alive after it's first use. It gives you much faster start up of live tv after the first use of the device.

It wont make any difference for that type of tuner. It's only for ATSC, QAM, DVB-C, DVB-T, and DVB-S.

When you say first use of the device.

Is that just going from watching/recording a tuned channel, to then idling again?

Yep.

I tried it out.  I dont perceive any difference with it checked or not.  For my test I watched a channel, switched to watching a recording and then back to a channel.  the amount of time going from recording to channel seems to be about the same each time regardless of the tick box.  using ATSC tv hauppauge dual HD tuner.   Am I looking for a difference in the wrong place?

The difference is not about changing channels etc. It's about how long it takes the tuner to start from idle, (for example) when they click the 'live tv' button in the NextPVR menu.

For some devices, they're pretty quick to start, and it isn't gonig to make a significant difference. It can make a big difference on some users though, where it might cut it down from 10 seconds, to less than a second.

if it is checked will it prevent the pc from following the settings in POWER and SLEEP?

No, shouldn't do - but you never know with some drivers. Probably best to try it on your setup to know for sure.
