No, NextPVR takes almost no resources when it isn't transcoding and older versions of ffmpeg will be worse.
Just use a direct play client like Kodi, or maybe NextPVR.exe but playback on a 16 year old PC what do you expect. You can buy a $20 ONN device at Walmart and get much better playback.
