Ability to create xml tv guide file from npvr.db3 database. 

  This would be used to acquire local channels from your devices via antenna and then convert to xml file that would be manipulated and merged with other xml files.  For me the end result would be used in Kodi.

Whilst I can't help with extraction from the .db3 file, I have something that can get the EPG from your local tuner and then generate the XMLTV guide.  It's pretty old - 2008 vintage but it work fine with my HDHR tuners.

DVBGuide is a utility to capture the Electronic Programme Guide (EPG) data as broadcast over a digital television DVB network. The original intended purpose for DVBGuide was to provide Guide data for Windows® Media Center (using a loader utility provided). However, since the EPG data is written in the widely supported XMLTV format, DVBGuide may find other uses that require the capture of EPG data on a Windows platform.
The key features of DVBGuide are:
  • Runs from the Windows command line;
  • Uses any DVB-C, DVB-S or DVB-T tuner that has a BDA driver;
  • Flexible tuner selection mechanism with avoidance of in-use tuners;
  • Generates EPG data in XMLTV format;
  • Generates a matching ChannelInfo.xml file which defines the channel name, XMLTV identifier and virtual channel number mapping;
  • Option to directly generate EPG data in the proprietary Windows Media Center file format (pre-Vista TV Pack 2008 only);
  • Separate command line Guide loader utility for Windows MCE 2005 and Vista Media Center;
  • Support for Windows Media Center category classifications;
  • Option to set the PC system time from broadcast timestamp;
  • Option to write NIT, BAT, PAT and SDT tables as comma separated value files;
  • Silent mode for incorporation into a batch process.

There is a .PDF file included in the downloaded .zip file that gives detailed instructions on how to use DVBGuide that will assist you in getting started.
I've attached a couple of batch files that I use to get my local XMLTV guide. You'll need to know the frequencies, bandwidth and format of your local channels and edit the Extract batch file to suit.  DVBGuide will make an XMLTV file for each channel, so you need the Merge batch file to bring them all together.
If you change any names for the output files in Extract, you will need to make the same changes in the Merge script to match them.

@spin35 the op was in North America so that like won't help him but it could help other DVB users. There is also another Windows program called EPG Collector that works for DVB and ATSC and it would work here.

Further to the original question, NextPVR can export the XMTLV file for donators. Further info on this thread https://forums.nextpvr.com/showthread.php?tid=62535 I didn't reply to the original post thinking it was spam (still suspicious)

I didn't realise that there were Donator Only features in NextPVR.  They get a mention in the make a donation dialog, but you have to click to see them.
I note that other donator driven programs often have their "Donator Perks" visible up front so as to add weight to the reason for clicking on the Donate Button.
e.g. SlyGuy Kodi Add-ons (Matt Huisman NZ), Comskip, MCEBuddy.
