Is a filter another word for decoder?

I read a post about enabling 'encoder pass-through' option and using the dscaler5 filter but cannot seem to find a place to enable this filter? Is it the decoders drop down menus? I see a dscaler5 decoder listed. thx

A decoder is a 'decoder filter' in directshow terminology.

The master list of decoders is contained in the config.xml file. Those that are found from this list will be shown in the config app.
