Choppy video in Timeshift mode

800mhz celeron might have to do with it...i also have a hauppauge pvr 250...Its not that bad but like prolly every 3 minutes it gets really slow for about 10 seconds...

Sounds more like a system process running in the background, if it's that consistant. You could keep task manager open, sorted by activity, and see what jumps to the top during that time.
