This might sounds like it is out of left field, but is your motherboard using an nForce chipset? I read on the AVSforums that the nForce IDE drivers have caused video stuttering in the past. If you've installed the nForce drivers you could try reverting back to the default MS IDE drivers.

After reading through your description of everything you've done I'm wondering if you've tried to do too much at once. The analog cable cards will work regardless oh what you do so it might be a good idea to try to and focus your efforts on the HDTV cards first. Once you've got them working, make an image of your PC and then install the rest of your equipment. That way you'll have a get out of jail free card in case you screw up.
