Turns out it is a "decoder" issue, but it took me awhile to figure out the best decoder and settings to resolve the issue.
For me, the MPV Decoder Filter works the best, but you have to change one setting in the MPV decoder. Make sure the "Set Interlaced Flag in output media type" is checked on. This for me made the scrolling text perfect. Hope this helps anyone who watches NFL Network or New channels that have scrolling text.
I tried the Nvidia Pure Video decoder, but it did now work as well as the MPV Decoder. I'm sure if I tweaked more settings I could have gotten it to work with the pure video, I'm happy with the solution I have now.
