Shrunken picture in 99.12

Since I upgraded to 99.12, the picture displays about a 1 inch black border around the active area. I switched back to VMR9 Custom, and have fiddled with nearly every video setting I can find (they are now back where I started) but even in windowed mode, there is this black border where the picture used to fill the screen.

Any ideas?

You could also play with the zoom and overscan settings in config.xml... Just backup your config.xml file first
