psiparser.ax failed to register

Hi guys, I have just formatted and reinstalled WinXP (32bit)
All updates are made. Dot net 1.1, 2 & 3 installed.
All windows updates complete.
All video/sound/tuner drivers are updated.

GB-PVR installs, but I recieve the error "psiparser.ax failed to register" (abort retry ignor)
If I ignor the error, the install continues, and finishes, and imediately pops up a .Net error.
Unhandled exception.... could not load 'NativeUtilities' ..... failed to start because the aplication configuration is incorect.

Any ideas?
