Does onboard ATI Radeon Xpress 1250 support DXVA?

yep

make sure all the subsystems are up to snuff, directx, video driver, etc..
also make sure to have at least media player 10 as it adds some functionality to windows directx video playing..

mostly it's about the decoder you use...ATI MPEG decoder [comes with] works, as well as dscaler and nvidia..
dscaler and ati are simpler decoders tho, so if having problem with nvidia, try another one..
