From on the machine that you will be running gbpvr or pvxr2 (new version of gbpvr) if you click start then run and enter "cmd" without the " " in that window type "ipconfig" and press enter it will give your computers local ip address normally something like 192.168.0.3 that will be the servers ip

No, you don't need any real technical expertise to set up GBPVR - but for any type of web-based server, then you have to open a port on your firewall to allow the traffic through, otherwise when trying to access through the internet, it won't return the page.
If you have only 1 pc connected to ther internet, there is no port-forwarding reqired (unless you have a combination modem /router) - If a router is involved, you have to tell it that when connections are made on a specific internet port, they should be sent to a particular computer (or IP address) inside your network where they will be dealt with by a web-server. I'd suggest taking a look at http://www.port-forward.com -- should answer some questions, and help you along. (unless you don't wish to access over the internet at all) Sorry if this all sounds like garbage... Cheers
