I was playing around and looked behind the TV and I forgot that I have a single coax comming from the antennas in the attic to a 2 way splitter, 1 to the tv and 1 to another another splitter for the 2 tuners on the pvr. I disconnected the main coax and hooked it directly to the splitter to the pvr and 49.1 came in with no problem. So tomorrow I am going out to get a 4 way splitter.
I guess that throws out my signal-too-strong theory. Glad you got it sorted; just make sure you get a good quality splitter. You may want to look at a 3-way splitter; a 4-way splitter has a higher insertion loss, and you'll need a 75-ohm terminator for the unused port (unless of course you have need for the fourth port; I'm just going on your description of one TV and 2 hauppage tuners). For 3-way splitters though, you also need to consider balanced vs unbalanced; unbalanced have one port with a stronger signal, trading off for a weaker signal on the other two ports, while balanced have the same strength on all 3 ports... I'd imagine you'd want a balanced splitter.

Yet another case of Windows Sucks. I have a similar problem, it has to do with Windows giving focus back to the remote control program that called PVRx2. I'm not sure what to do about it... in my case I have a remote with mouse control, so I just wiggle the mouse once and click the button to give pvrx2 focus. I keep meaning to look into a utility posted here (and in the wiki I think) called 'StartPVRX2' which among other things makes sure PVRX2 gets and keeps focus... you may wish to look into that.
