Positive Filter or Trap Decoder Software

Hello,
I was wondering if there is any Positive Trap Filter software that can do the job of these products:

These are used to Scramble a single channel by Cable TV providers.
You think I can find a software that can decode these? Or A plugin ?

Because they garble the signal, the removal has to be done before the tuner - so hardware needed.
