Have you tried something like Devcon from microsoft to restart the device?.

No, that I have not tried. Will download and try it if I have some trouble later on.
I just tried disable/enable via Management Console...

In fact I have not tried that utility at all but it sounds like it could be a way to restart the devices.

Just to verify I started GB-PVR and no problem there...

Can this be decoder related?
Can I have chosen wrong decoders?

I have the same type of cards (2 x FloppyDTV DVB-C), and I get the same problem from time to time. Last time was today, after upgrading to 1.5.33 and rebooting the machine. (I think I've only seen this problem after a reboot.)
I used the mentioned devcon tool to restart the devices and then it worked.
I have a vague memory of a previous thread where the enumeration of two (or more) identical devices caused some problem?
