NPVR Status Icon (System Tray) is unresponsive

So i wondered, what does this "Restart Recording Service" do exactly? I opened Services.msc, tried to stop the NPVR recording service, and I get "Error 1061: The service cannot accept control messages at this time." Same error if I use the "Stop NPVR Service" shortcut in apps. NPVR app is not opened, and no recordings are in progress.

AFAIR there has not been a 'Stop Recording Service' option on the tray icon since the days of GBPVR - and there has never been a 'Start Recording Service' option.
