Unable to find capture device

All of a sudden, I can no longer play live TV. At first I got messages that it could not communicate with recording service. It was running but I stop and started it again then continually get the message that it can't find the capture device. The device works fine in Win TV.
Also, I see in the logs (attached) some things I've never noticed before "Unexpected error calling StartStream(): System.ComponentModel.Win32Exception (0x80004005): The system cannot find the file specified". I have no idea was StartStream is.

I now realize it's my HDHomerun tuners not working with NPVR. The Hauppauge devices work fine. So, I will try a few other things but I would like to know what StartStream is.

Looks like it's looking for "C:\Program Files\Silicondust\HDHomeRun\hdhomerun_config.exe", but not finding it. Have you maybe uninstalled the SiliconDust software?

I've done nothing at all but, an hour or so later, while one of the tuners was being used, the other tuners suddenly started working.
The only thing I've done recently was installed WinTV since this is a relatively new/fresh install of W10.
For now, it's working.
