Try the HauppaugeCapture app, and see what it records.

Please upload the zipped NextPVR logs too, it will tell you what resolution NextPVR sees.

Here it is.

With HauppaugeCapture app is same result.

Also found that at first moment (1,2 seconds) it starts with 16:9 rato and after that I get full green screen and after 1sec. it become 4:3 and so bad quality. Other thing is when I switch the tv box to it's menu(setings), the picture again become 16:9 and 1080p. Only when I start some channel to watch...it has the above scenario.

From nextpvr log file I saw just the same as I saw on the TV.
I don't understand, why i have 1080 with direct connected tv-box to tv and when b\w them I connect "rocket" the resolution goes to 720x576.
Is it possible to be HDCP?

Yep could be HDCP. Some set top boxes only do standard def when HDCP is not available
