If you have a retail version of the PVR150, you may already have one. This specific blaster is a non-learning type though, and I'm not sure whether it works with the TelstraClear digital boxes or not.
A Microsoft MCE remote also comes with IR Blaster capability. There is information on the wiki about setting it up using the third party HIPSend software.
