Two Capture Cards one channel - set recording order

If I have two capture sources, both capable of recording a single channel can I set the capture_source.allocation_order variable higher for the capture source I DONT want recording it most often.

Because theres a lot of other channels hanging off that source I'd rather the source with the least number of other channels was used first..

Or should I just change the OID (and all other releated)

edit: Also while running the -configure.bat, after I enter my username it asks for my password, but it won't let me type anything. If I hit enter the window immediately closes.

Yes, or use the up/down buttons next to the capture source list in the config (yes, I realise the arrow image is missing from the button).
