mpeg1/2 hardware decoding handled by GPU , is it possible ?

modern graphic display card GPU can decode mpeg2,h264 and even vc1 codec during a video playback. To fullfill this hardware decoding, just install some software player like powerdvd, windvd and enable hardware accleration/decode in the player settings.

Back to gbpvr, does it make use of the gpu for hardware decoding when playback recorded TV programmes

whether hardware decoding is done depends on the mpeg decoder that you are using along with the features of the card and it's associated drivers.

so with the right combination of the above, yes hardware acceleration can be done when viewing via gbpvr.

I'm not sure how you can confirm what hardware assist your card is providing tho (I see we have the same g.card)

As gEd says, yes it can take advantage of the hardware acceleration features of modern video cards.

If you use the Nvidia decoder (get the trial) , and open the settings dialog when it's playing I think it lists which DVXA modes it's using.
