A few things to check:
* Did you try full-screen exclusive mode? It provides much better performance in my case.
* shared interrupts - make sure the video card's IRQ isn't the same the sound card. HD with AC3 sounds will exercise both.
* PCI latency - enabled way too high by NVidia and ATI drivers for AGP cards, sometimes causing systems to stutter in video and/or sound. See this: http://downloads.guru3d.com/download.php?det=951
* In GBPVR's Config ~ Playback ~ Video Decoder Settings, what Decoder Format are you showing? DirectX VA mode A or C? And have you tried turning off Deinterlacing?

I tried full screen exclusive and it is better than VMR9, but still not watchable.
Sorry but some of this stuff is over my head. How do I check to see if there are any shared IRQ's?
I downloaded the PCI Latency. The latency is set at 32. What value do you recommencd?
The DirectX VA mode is set to A. Can you tell me where to turn off deinterlacing - I will also give that a try.
