Can a low wattage power supply cause high CPU Utilization?

lets put it this way... your PSU should not affect your CPU, unless you are overloading the PSU, which will give you noisy power, and could cause memory errors, among other things, which would probably annoy your machine.

have you looked to see what is actually using all of the processor? and that your processor is still operating at its normal speed?
