It looks like you've selected the wrong card type. Try setting it to a PVR150. Hauppauge have been known to ship a PVR150 in a PVR250 box if they dont have any PVR250's available at the time.

FWIW, I get the same thing occasionally. It happens every 2 or 3 weeks. Things run fine, then I will notice my machine is very sluggish. Check the tasks and GBPVRRecordingService is taking up 100% of one of my CPUs (on a dual machine). When I double click the icon it says "sleeping".
I am running a high end machine with 4 gig of memory.
I am running Vista Home Premium with a Hauppage PVR150.
It says it is sleeping, but anything that is supposed to record does not once it gets into that mode.
If I choose "restart recording service" under that condition it always gives an error message. I always have to reboot... then it will run fine for a few more weeks.

Thanks Sub, that seems to have fixed the problem. What I have is a Hauppauge WinTV PVR PCI II (26xx). I bought it so long ago I couldn't remember if it was a 250 or a 150. I knew it was a basic board without the FM capabilities. I followed the GBPVR install guide and let it suggest the correct driver to use. It only had 250s as an option. Looks like the CPU usage is down and it records. Thanks again for the product and the great support.
