You can adjust the video settings for some of the decoders. For some, you can click the little button next to the decoder selection in GB-PVR config, and that will bring up the decoder's config dialog. For ATI, you can adjust the video settings in Catalyst Control Center. Perhaps you can tweak the settings for better quality on the MPEG-2 stream from the hauppauge analog encoder without fouling up the OTA MPEG-2 stream from the digital tuner.

In the Catalyst Control Center, I've chosen to let the application decide on color settings since I ran into a lot of problems allowing ATI to handle it. I've tried driver versions 8.11 to 9.1 and they've all acted about the same.

When I switched to the Intervideo Noncss decoder, the settings window that opened up after clicking on the small box in gbpvr's config had all of the sliders disabled. These might have helped, but I haven't found a way to enable them yet.

I'm now trying the HCW Mpeg-2 video decoder that came with Hauppauge; there are no instructions, so I'll have to play with all of these settings to see what they will do. Unfortunately, there does not seem to be a contrast setting here, so I'll just see what happens.
