Yep, that's it. Afaik, TDP is supposed to be less than 20W. Just checked ATI Overdrive via CCC and it's reporting 51C. This is inside a fairly cramped case (APEX DM-387) with only one 80mm case fan. CoreTemp is reporting 40C for the Pentium E5200 (stock HSF) installed on that PC. The build is powered by an Allied 275W SFX PSU (unknown efficiency) included with the case. Total power consumption at idle is 55W, iirc.
I prefer NVIDIA myself but at the time, I don't think there were any reasonably-priced options for fanless low-profile cards that can do full VC-1 HD hardware decoding. In fact, I think the only NVIDIA discrete graphics card capable of that was the new version of the 8400GS.
