- you are using an older version of Kodi,

- you are using Raspian not one of the optimized Kodi builds like Libreelec.

All of this is correct.  I'm running it on Kodi that is primarily a Retropie.  It's not optimized for Kodi.  I will see about getting the Kodi logs, but this behavior is there even regardless of Kodi, it happens on the host Windows 10 machine, recording and watching.  Kodi is fine playing live TV, but every piece in the puzzle is unable to record without blocking/stuttering, nor can live TV be watched while recording is happening.

It sounds like it's a function of an insufficient network bandwidth between the HDHR and the host PC, that are on different floors, also connected by a powerline.  Basically, the tuner is on the top floor, connected to a powerline network, the NextPVR host PC is on the middle floor, and the Apple TV clients are on the bottom floor, connected to a powerline.  I think the bandwidth between the tuner and the host PC is probably just not good enough.  I probably need to look at either moving the host PC up to be hardwired to the tuner, or maybe go to a HDHR Extend, which I think records to H264.

Thanks all.

Ok it sounds like your probably has nothing to do with NextPVR or Kodi so I am fine with you trying to figure this all out. If you recall my first post was to try wired networking as a test to rule out network issues so I will leave it there.
