Sorry again, every file I've generated with EPG Buddy "works" (is readable by NextPVR) it's just that without manually changing that offset the Guide is out of whack by the 7 hours. I will do as you requested and upload the new log zip.

Alright! I've reset everything from scratch and rescanned, reselected, and generated a new unmodified xml file via EPG Buddy. Everything ran as expected, TV Guide listings are 7 hours off. Yes, I double checked and compared auto time zone vs. manual setting, both work correctly.

There isn't currently any setting for this. It currently expects your xmltv files to be for your timezone.

So for now, what you're saying is that I need to manually edit the xml file as there's no way on the NextPVR side of things to adjust for this. Fair enough, that's really all I was posting about. If this is a feature that could be added in the future, it would be appreciated! EPG Buddy has simplified (relatively speaking) the xml file generation and it'd be great if there was a workflow/solution that accommodated that tool.

I set up SD to get guide data from San Francisco. When I see Dr Phil tomorrow at 10am in my view it seems right factoring in DST

If DST is the cause it should only be 1 hour off, no? And I'm quite sure that if I imported that SD xml file into my NextPVR guide things would be 4 hours off rather than 7. As I wrote earlier, removing that -0700 entry from the xml file makes the TV Guide in NextPVR display correctly.

Looking at it, the -0400 you're getting is the 3 hours offset between PDT and EDT.

In my NextPVR TV Guide, using the attached xml file from EPG Buddy (via TvGuide.com) shows are 7 hours late. A show that should start at 12PM starts at 7PM. That's where the 7 hours comes from and that's why if I delete the -0700 from the xml file entries everything works in the NextPVR TV Guide.

I'm sorry we're having such difficulty getting this straightened out. I really thought this was straightforward problem.
